Chesterfield is moving forward with its long-standing vision to extend Swingley Ridge Road to North Outer 40.
With preliminary design documents now complete, the road project carries an estimated price tag exceeding $16 million.
The city has pursued grant funding to cover a substantial portion of this transportation and safety initiative, according to City Administrator Mike Geisel.
Furthermore, partnerships with two regional businesses will contribute significant financial resources to the undertaking.
Certain land parcels contain zoning requirements tied to the proposed road development, and their owners have committed to cooperating and providing financial support for construction, Geisel explained.
Bayer Research and Development Services LLC has committed to contributing $1.5 million by June 30, 2027, to help finance the project.
During the rezoning of the former Monsanto site—approximately 200 acres on the north side of Chesterfield Parkway West, roughly 2,000 feet east of City Center Drive (700 Chesterfield Parkway West)—the city required certain public road improvements to be completed.
The extension linking Swingley Ridge Drive to North Outer 40 with I-64 westbound access was mandated prior to occupancy of any development exceeding 2.66 million square feet.

Bayer will deliver a monetary contribution to the city that will be used exclusively for the Swingley Ridge/North Outer 40 Road Project.
Similarly, an agreement has been negotiated with Reinsurance Group of America, Inc. (RGA) for an identical contribution of $1.5 million, due by the end of June 2027.
The northeast corner of the Chesterfield Parkway West and Hilltown Village Center intersection (16600 Swingley Ridge Road) encompasses approximately 7.4 acres and is subject to public road improvement requirements.
In this instance, adjustments to the westbound I-64 on-ramp in accordance with the city’s outer road extension plan are necessary before an office development project exceeding 405,000 square feet for a single building group can proceed.
Both companies’ contributions will be held in a dedicated restricted fund reserved exclusively for the project’s funding, Geisel noted.
The City Council ratified both agreements during its April 21 session.
