Devolution

Devolution in England is seeing powers and funding being redistributed from national government to local areas and regions. 

For the VCSE, devolution presents an opportunity to ensure that local people and communities are fully engaged in this large scale transfer of decision making. 

The North West is the region that is seeing devolution happening fastest with full implementation of devolved health and care in Greater Manchester in April 2016, a growth deal in the Liverpool City Region and consultation on a Lancashire Combined Authority. Our regional partner organisation VSNW (Voluntary Sector North West) is working to ensure that the sector plays a leading role across the region. Find out more on VSNW's devolution page.

Regional Voices is providing co-ordination of Strategic Partner work to support the VCSE to engage more effectively with the devolution agenda, linked closely with learning from devolution in Manchester, including work to develop a Memorandum of Understanding with the sector. We recognise that devolution is taking many different forms across England and our work will reflect both major urban metropolitan areas as well as predominantly rural sub regions. 

In 2016/17 we are working through our regional networks to ensure there is effective VCSE engagement in the devolution agenda in the North West and working in the West Midlands to enable the sector to engage with health and social care priorities in the Combined Authority area.

Greater Manchester VCSE Devolution Reference Group - details of the group that promotes the role and involvement of the VCSE sector and communities in devolution.  

Greater Manchester Combined Authority Health and Social Care - website of the Greater Manchester Health and Social Care Partnership - the body made up of the 37 NHS organisations and councils in the city region, which is overseeing devolution and taking charge of the £6bn health and social care budget.

Devolution in the West Midlands

West Midlands Civil Society Forum - open forum of networks and organisations from across the West Midlands working to inform, support and enable the West Midlands Combined Authority to develops its engagement and economic platform. RAWM provides the secretariat.
